Felix joined a lucrative loan deal in January and his contract does not include a buy-out clause, meaning Chelsea will have to re-negotiate with his club Atletico Madrid.
New talks between Chelsea and Atletico are set to take place soon, with the Blues still keen to reach a deal for the 23-year-old.
Felix, who has publicly stated that he is enjoying life in London, is understood to be keen to stay with Chelsea beyond his current loan spell and will be ready to make a permanent move despite Graham's side. Potter failed to secure a place in next season's Champions League.
Chelsea could raise the money needed to sign Felix by selling some of the players involved. The ownership of Todd Boehly-Clearlake Capital is set to remove players whose deals are about to expire, including Christian Pulisic and Hakim Ziyech, who will fill the vacancy in the squad. It is reported that the transfer fee is expected to be around 100 euros.
